NJAWBO Essex Chapter Member Named
NJ Women Lawyers Association President

On June 29, 2006, Kirsten Scheurer Branigan, immediate past co-vice president of corporate relations for the Essex Chapter of the NJ Association of Women Business Owners (NJAWBO), has been named President of the New Jersey Women Lawyers Association (NJWLA), an Association dedicated to the advancement of women in the law.  The two Associations have similar missions in that both offer mentoring, professional development, educational and networking opportunities to female professionals.  Branigan was inspired to revitalize and undertake a recent restructuring of NJWLA in part due to observing the dedicated efforts of groups such as NJWABO.

Branigan resides in Nutley with her husband Alan, a special education teacher in West Caldwell, and their two children, Maguire and Madeline.  She is a member of the Nutley League of Women Voters and a flex-time partner with the law firm of Fischer, Porter & Thomas, P.C. in Englewood Cliffs, where she handles employment law matters on behalf of both employees and employers.  Branigan is frequently retained to conduct independent investigations into allegations of harassment, discrimination or other employee misconduct.  She also concentrates on gender equity issues that affect female executives and women business owners, pregnancy discrimination, gender-based harassment, caregiver/family responsibility discrimination, "glass ceiling" and "maternal wall" discrimination claims.  Branigan also focuses on "best practices" geared toward retention, and advancement, of women within the legal profession and the business community, including effective flex-time policies, balanced hours programs and women's leadership initiatives and can offer guidance to corporations and law firms on these issues.

CORZINE NAMES ZULIMA FARBER AS ATTORNEY GENERAL

Former Public Advocate to Serve as Top Law Enforcement Official

TRENTON – Governor-elect Jon S. Corzine today nominated Zulima V. Farber, a long-time partner at one of New Jersey’s most prominent law firms and the state’s former public advocate and public defender, to serve as Attorney General. 

“I am very proud to announce that Zulima Farber will join my Cabinet as Attorney General,” Corzine said. “Her outstanding accomplishments, background and skills will serve the people of New Jersey well and I truly look forward to working with her in the coming years.”

Farber is with the Lowenstein Sandler firm, which she joined in 1981, becoming a partner in 1986.  She has more than 30 years of litigation experience in both state and federal courts.  She served as New Jersey Public Advocate and Public Defender from 1992 to 1994 in Governor James Florio’s Cabinet. 

Before going to Lowenstein and Sandler, Farber served as assistant counsel to Governor Brendan Byrne and as assistant prosecutor in Bergen County.  Farber is a member, and former chairperson, of the New Jersey State Advisory Committee to the U.S. Commission on Civil Rights.  She serves on the New Jersey Commission to Review Criminal Sentencing.  During the transition period, Farber served as a co-chair of Governor-elect Corzine’s Ethics Advisory Group, a bipartisan group principally charged with implementing his ethics agenda.

She earned a J.D. from Rutgers University Law School and a B.A. and M.A. from Montclair State College (now called Montclair State University).  She lives in North Bergen.

            “I am honored and humbled by this nomination,” said Farber.  “I thank Governor-elect Corzine for his confidence in me and for the opportunity to serve the people of this state as the Attorney General.  These are particularly challenging times, and I look forward to working with Governor Corzine and his Cabinet to improve the lives of all New Jerseyans.”

Previously, Governor-elect Corzine nominated Kevin Ryan to serve as Human Services Commissioner; Ronald Chen to serve as Public Advocate; Lisa Jackson to serve as Environmental Protection Commissioner; and Nina Wells to serve as Secretary of State. Additionally he renamed Major General Glenn Rieth as The Adjutant General of New Jersey and Fred Jacobs as Commissioner of Health and Senior Services.

He also has announced a state and nationwide search to fill the top posts in the Department of Corrections and the Department of Education.  In the interim, Corzine has asked Assistant Corrections Commissioner George Hayman, and Acting Education Commissioner Lucille Davy, to serve as acting commissioners.

All Department heads are appointed by the Governor with the advice and consent of the Senate. The only exception is the Secretary of Agriculture who is appointed by the Board of Agriculture with the Governor’s approval. Cabinet officers who are retained by a new administration are not required to be renominated and reconfirmed by the Senate.

The Attorney General is the state’s top law enforcement official and the head of the Department of Law and Public Safety. The department is responsible for the protection of New Jersey’s citizens through law enforcement and emergency response. The department is also charged with protecting the civil and consumer rights of New Jersey’s citizens, promoting highway traffic safety, overseeing the alcoholic beverage, gaming and racing industries and providing legal counsel to other state agencies.
